I think the songwriter owns the copyright of the song. S(he) gets royalties from anyone using the song S(he) wrote. In some cases, the publisher also get a share of the royalties.

the song totally from the person who writes it. So, he automatically becomes the owner of the song.

It does not matter who pays for it, the song writer is and will always remain the original owner. Even if the matter is taken to the court, the song writer owns it.

The ownership of any intellectual property belongs to the writer or artist who wrote it. But a owner of intellectual property can sell it to an artist. In law of intellectual property, there is a provision of transference of ownership.
