Turnkey websites mean a website that is prebuilt and ready to be installed on a server using a new domain. A complete website means a website has its own domain and is fully functional (has traffic and revenue). You don't need to invest any money to create turnkey website because you don't need a domain and hosting. However, a complete website needs a domain and hosting.

There is a lot of free turnkey websites that is floating the internet. What I have not been able to understand, how can someone built free website to give out without asking anything in return. There must be one or two reasons they are giving those site free.

I am not sure what kind of turnkey websites you are talking about however, the turnkey websites that I am referring are the websites that would be installed on users servers and developer will make money by doing so
I will prefer complete website as it has already traffic. I had prepared so many websites by my own and always the main problem remain there were the traffic. I had done a lot of things to get it but still my websites are not having required traffic.
