I believe that a business meeting should be held in the morning because workers are more engaged and have a better ability to process new concepts. But you can also do it in the middle of the day or at the end of the day.

Mostly meetings are held when staff need to consult about an issue that happened or that is going to happen but I think the best time is in the morning.
A business meeting should be held at the time it will not disrupt business activities.
It depends, i think the best thing to do is to ask the others to hear from them first. It has to be a collective agreement. Where i used to work, we usually have our meetings either after work on in the morning depending on the work we have on ground.
When I was working full time, we used to have a weekly meeting every Monday morning. However, this schedule has been changed to Wednesday morning because there's a consensus in the department that on Morning morning, people may still be in a bit of holiday mood and may not be in the best mental condition to contribute ideas during the meeting.
