How to make workers become more skilful I'n their jobs

A company will hire experts to train and develop their workers because it is win-win situation. Sometimes, a company will select some intelligent staff and send to acquire special skills to help the company to grow.
There are companies that hire experts, like in the company where I work, the president just invite an expert to conduct in house training with a good pay.

Yeah there always want experienced hands because they don't want to spend money on training and retraining.
1. Send employees to relevant workshops. 2. Get an expert to provide in-house training. 3. On the job training.
I think one of the best ways to do this is by organizing programs and seminars that would teach your workers the needed and required skill needed. Another way would be to include extra benefits and rewards for does who has the required skills. I believe this would motivate others to put in more effort.
