In most organizations, the boss is the sole decision making body of the organization. The managers are just figurehead but he is the one that orders everything. I dislike such kinds of organizations.
That one is actually in a sole proprietorship business. in a sole proprietorship business the business owner is the person that makes the final decisions. But in partnership business there may be a board members to decide.

Some people are confused if the Human Resource Department are the ones who hire people. In fact, the final decision usually are the top management such as the managers. But then, it depends on what companies that they are working it. Any thoughts about it?
The owner is always the one who makes decision but I think it should be a collective thing.

There are some businesses where it is not only one person that owns it. in that particular scenario they usually conduct board meetings before any kind of decision is made. But it is not the same in sole proprietorship business.

Partnership businesses don't have boards. The partners according to the number they are sit down and make the decision. It is only limited liability companies that have boards that make decisions.

Okay, good information. but any business that is not owned by one person must need some kind of delegation before a final decision is made. That's exactly what I was trying to say.

Honestly speaking I as the owner for the business, being the boss I have the mandate to make the decision of the business. So I am the decision maker for my own business

In some businesses, they have to consult with the board of directors. In some businesses too, the owner is the sole decision makings organ. Other businesses too, the owner delegates decision making to his managers.

it's the owner who can make the final decision I don't think it should be left for any other person
unless there are board members to decide on some action of the business

if it is a partnership business then I don't think you can just make decisions on your own just like that. There should be some level of delegation among the business partners before a decision is taken.
