In every company, organization or institution, we need to create positive environment as much as possible, especially if exchanging ideas in meetings or any venues that require active participation of the participants and facilitators.
How can you foster a welcoming climate for idea exchange?

First of all, the manager or the head should know the subordinates temperature first. Happy, sad, not so happy, not so sad before diving into the meeting. They can make a survey first. After obtaining the data, next would the meeting, their exchange of ideas. What will make their employees from sad to not so happy or happy.
Once the organization follow democratic leadership strategies, it will be easy for staffs to get involved in making and exchanging ideas for the betterment of everybody involved. But when the company is tyrannical incits leadership approach, a lot of people or workers will decide to keep their mouth shut to avoid problem.
Management should provide an environment which encourages the workers to voice out their opinion. Organize brainstorming sessions regularly. Don't discourage workers who gives an idea which is irrelevant, especially in front of others. That will make them hesitate to contribute a great idea in the future. Foster a culture that there are no bad ideas.
When you dismantle the atmosphere of autocracy in an organization, it fosters the ability for free exchange of ideas among staff.
