It is possible to have a large community without having to pay for posts but it is something that will take a while to build up. Paying for posts is a quick way to gain the activity and keep it going but it is not always wise to rely on that option.
Forums are not as popular as they used to be but people are still interested in them, you just have to find the audience for your forum.

Most of the time they are off-topic or general talk communities because you could not expect for someone talking about serious things for free like meteo or general politic subjects or debate or some religious background or even from time to time life choices for example.
One thing i have come to understand is that people today tend to like a community that has not just only good contents but also good features, a community that is easy to understand work on. That's why nairaland is still doing very fine today. There are so many engaging contents there.

It depends because even if you do not pay per post you pay for banner advertisements to bring people to the community, may also purchase some text ads for your community or a campaign pay-per-read email otherwise people may know the community or even purchase an advert from social media sites.

Forums are basically hobby projects for a lot of people, since it is a hobby they are not doing enough to make them popular. I believe it will take a long time

Have you ever checked bitcointalk? It is a forum that had more than 100k users when I checked last time. It is one of the most active communities
