Go to forums that are very active and advertise your graphics with samples. You can also gain customers offline by offering lower cost graphics for institutions like schools as try outs. They would get to patronize you thereafter if they like your work.

Lowering the cost might be abit hard now though, as you know the price of things has gone up drastically. Transportation alone to get to these places is something else, then not to mention how much we spend in getting materials and resources for designs.
Graphic designer work could be not working nowadays because when you see a picture for 2,99 $ then what person does is take a screenshot with a light shot and crop the image to remove the watermark and not process payment to the website means you need to make blur effect on displayed image to force people to pay money or some bad effects on quality.
Graphics design even with the rise of AI graphic tools is still a good skill that sells. You would need to get close to a campus environment to practice your graphics design because there, you would be exposed to a large pool of target audience that might have demand for your graphics design job.
