It must be different from country to country, but here most of us do this business without any license. Here nobody required it. But one must sell hygienic food because once any negative problem arise then the business will collapse.
In my country one needs attend a seminar on safety rules and food handling before getting a business permit. Then the health office will also conduct inspection of the utensils, tables, and the location if safe and insured.
