Based on my assessment, I think it is possible for a 10 year old girl to start getting access to the basic programming language . Additionally there are different beginner friendly platforms that will offer tools designed for kids to learn coding and they will do so in a fun and engaging way. To be frank, it is never too early to introduce programming languages to children as far as I'm concerned.

Yes, the kid of my friend just turns 11. He has learned programming at about 9 or 10. He knows the basics and can do simple programming. Kids are smart in technology related stuff these days.
