You can operate a business in other country as long as you have miliom capital shipment alone and the processing of the customs requirements. You also need your market and the recipients of your order to the country of destination.
Working in different country is something which I had done myself and felt very happy there. But doing business outside my country is nearly impossible for me because it required too much capital as well as great risk involved in it.
If I had a billion dollars, I'd surely consider running a business abroad. I'd take a chance and see how it goes. Hehehe.
