If someone could write up a good business plan and strategy for them it would be okay but more preferably if they could be able to write the business plan by themselves

Even if someone were to write a business plan for them, they should be the one to suggest the strategies and measures. It is extremely difficult for an entrepreneur to interpret another person's ideas.

Yes that's true, if you are able to write it yourself it would definitely save you form spending and as well save your time. With this method you can also create your business plan at your own convenient.

Infact getting to write down the strategies to be used for the business by the entrepreneurs themselves is absolutely the best way to go about it and not to wait on someone to get to write it for them or so.

For me, it is not about great writing skills. It is more about the ability to comprehend the idea behind the writing. Every business plan has an idea that is being articulated in a plan.

There is no hard and fast rules when it comes to writing of business plans. Anyone can write it. But it must be concise and specific with realistic goals.
