I think the very first step you should take is finding out the reason for the delay in the first place, there are times whereby the reasons might actually be legit.
True, the administrator or manager is suppose to address this issue on time,but speaking from experience, i have seen cases where the admins would refuse to do say anything on the workers ask first.I think that if there is a delay in the salary, then the administration in the company must discuss this thing. Delay in salary can cause many issues for the employees.

Exactly, personally i think the best time to pay your employees should be around on the 28th or 30th of each month.Well, I think that managers should consider this issue in a serious way. If a business delays payments, then it could leave a really awful impression. It is always bad to make your employees wait for payments. Good businesses always clear payments on time.

It's even better to lay them off or cut down their salary with a prior notice.Delayed salaries sometime becomes part of job and once should try to find out the reasons if the reason is legit and company delay it occasionally then it could be acceptable lest start looking other job.

Hahaha it's the most direct way if negotiating with employers especially in this side of the world. It's either you get your money or you get sacked.Even if you have another income source, when your salary is delayed, you have to take actions to make sure it is not a common occurrence. I declare strike whenever my salary is outstanding.
