Citizens are actually supposed to keep their banknotes very clean but it is something that cannot be avoided here in my country because there are so many currencies that have been mutilated but it's still used for business.
This is something that I try to do as well because it is a disrespect to the country's currency when you mess it up so bad and want to use it for business transaction.
In my country, damaged banknotes must be exchanged at the bank, as long as the serial number is still there, there is no problem that they can still be exchanged for new money. As for transactions, traders usually don't want to accept damaged money, because it will be difficult for them if they have to come to the bank frequently.
That is why they banned spraying of the country's currency at events but people don't even abide with it. The currency must be respected. And business people too must keep their currency safe as no one would accept a mutilated currency notes.
Yes this is how it is suppose to be, but so many people don't do this. I have accepted a lot of bad bank notes before in the past and when i tried using them, they get rejected. The place i can count on to always take my bank notes no matter how bad they are are the banks or filling stations.
