Building Wordpress site Locally

When it comes to building a wordpress site, how do you do it, do you build locally and then upload your websites to your server or do you build it by installing wordpress directly on your server?

You can find good free hostings for wordpress. I would recomend infinityfree hosting. They also support Softaculus installer. With it you can install wordpress with few clicks. Maybe just update some plugin.

You did not answer my question. My question was how do you build website, by installing in your server through you cpanel (for instance using softaculus in your cpanel) or building locally and uploading on your server?
