Can the Issuer increase or decrease the amount of stock in circulation?

Currently we can find out the number of shares in circulation easily either through mobile apps or the official stock exchange website,
So that the number of shares in circulation is already known to investors, what if the issuer circulates a Rights issue with a lower stock price so that it will also reduce the market stock price, so what is your attitude as a stock investor?

No problem, your shares are institutional shares which are only bought and sold to insiders or employees and management, so they are not available on the capital market, maybe someone else will answer my problem.

As far as I know once the company goes public, it cannot increase number of stocks.
