You can build wordpress site offline by downloading wordpress on your computer and building a website locally. Once the website is ready, you can upload it to the servers through file transfer protocol. Alternatively, you can buy a domain, install wordpress on your server and build your website online. BY the way, what is your preferred way to build a wordpress website, locally on your computer, or directly on the server.

What ever I can I build online. I have good, free webhosting where I test everything I need. It is better than install Xamp and Apache locally. But I still have local copy of everything.
