In my opinion, inviting a business client to make a dinner reservation cannot be made to a government agency, because it is considered a bribe, and the anti-corruption agency will immediately arrest you. But if a businessman makes this invitation to a private business client, there's no problem.
There are many types and intentions of business people inviting clients or professionals to dinner reservations for their bad intentions, such as how to reduce profits so that they will reduce taxes, or find out the secrets of competitors' products.
I think that it could be a great thing to do sometimes and there are many companies that do host such dinners sometimes. I worked for a company that hosted dinner once.

Being in business is always lack of time to mingle together. Dining out is the best venue for them to continue and maintain their business relationships and transact with certain things about business.
Not just on business meetings that we should make reservations at a restaurant but even if it's for simple family dine out or hanging out with friends. Prior reservation saves times and it's also convenient to just be going directly to our reserved seats than having to wait before tables are cleared when restaurant are always busy.
