If you own a forum or pay to post forum then it is most important to get yourself register on forum promotion do net and should promote your forum there and plus you can also find registered staff members, package team and even moderator from there and I remember nomad was hired to work on post bucks by chriss through forum promotion.

I think we can promote a website in a forum site or it depends on the permission of the site owner. there are sites admin strict and disallows members to post a link like Mylot. Mylot bans people from posting a link.
