Does cheating count as one way of winning business competitions?

In the business world each and every business owners cheat in the day to day captivities, and some times they think cheating is the best and easiest way to win any challenges and competitions from co-business competitors and any competitions from other business owners, some times business owners say its a common thing to cheat in the business world and if you don't cheat you don't survive, but is it ethical to cheat and is it true a business owner will not survive if they don't cheat?

Business growth have nothing to do with cheating. A chest is just a cheat in business and no excuse can justify that. people would always have an ugly character and looks for ways to justify that.

In my country when one shop or store owner have good customers and have good business the other competitors cheat in order to the profit of the best shops and they pay corruption for government workers and they close the shop for some days so that the customers come to their shops.
