The word you are looking for, is postponed. Preponed is doing something earlier than expected. Postponed is a delay. There is a very obvious difference in the definitions of both words.
It is still the 15th in half of the world, and where @Jordan lives. It has not been delayed again. If it had, there would have been a notice.
The payment was processed two days earlier than expected. Some users had already been waiting prior to the announcement and the withdrawal logs were backed up. To prevent users from waiting additional days (the 15th), Jordan went ahead and processed the payments. All future payments will be processed on the 15th of each month.
