In the university where I work, promotion is done once every three years based on new credentials or skills acquired at the field local, national, and international. We have to submit the proofs.

You are absolutely right! Politics is internal and integral part of human social interaction. If you are not good at it, others will use you to shine. Politics is important aspect of life, don't neglect it.

Yes you can need to get on the good side of your boss to get promotion in some companies but you don't need it in some once you are hard working, capable and you are due for the promotion they will promote you.
