Graffiti is a Crime

In my city, artists cannot just express their feelings by making murals or painting on walls in public. It is considered a crime that can be imprisoned of doing so. Any thoughts about it?

You can't just come and spray another man wall. Do it at your home. Also some murals are not appropriate. Get license and do what is allowed.

Painting in public space without getting permit is certainly a crime, it is actually a social crime. However, in my country the there are no severe punishment.
