I think they are not talking about the African kids. The downside of them is that once they get to know how to look for money they drop out of the school and engage themselves in the drug abuse.

That is wrong and you just made a fallacy of hasty generalization there. Davido, the popular musician in my country started making music at 17 which meant that he was already financially savvy at a really young age. The next generation won't take it easily with people that are not financially intelligent.
