You don't have to pay. You should just post what you're selling and you will sell to people

I have not tried to make an account on this app. Although I use WeChat because I can contact my Chinese students through it.

Yes they buy WhatsApp contacts in VCF file. Others join WhatsApp gain groups where you add your number to other similar people like you and exchange contacts.
