Have you watched defamatory videos of domain investors or any person who is making money online, which were made and circulated without his or her permission? In some countries some investors find that a large number of videos are being circulated.

In some countries, government agencies will refuse to acknowledge the work done, money invested by a citizen, if the citizen is defamed using manipulated videos. So greedy cunning people are involved in a major racket of defaming hardworking skilled persons using videos and getting government salaries without doing any kind of work, faking bank account, domain ownership

Oh that's the whole idea, then can't these people be traced and arrested so these defamation be stopped?

I have not watched such videos, but I have received numerous spam messages where sender claimed to have such videos. I just ignored them
