First and foremost i think the first thing to do would be to set up rules and regulations that clearly states the punishments given to offenders, with this in mind, this would definitely reduce how staff fight amongst themselves.

Exactly. The business owner should just make sure that he or she settles the dispute and tell each of them their faults and not be one sided

They need to have sanctions for those people who proven to be the root cause of the problem. HR Personnel are the ones responsible for this.

You don't sanction just like that if you want to promote good relationships among the workers. The eerring worker should be made to realize his wrongdoings and make amendment rather than sanctioning him.
