Install CCTV cameras in the store and you can see the shoplifters.

Exactly this is way to go that way you would be able to see the defaulters as quickly as possible.
The rate at which people shoplift is becoming much, most supermarkets now make sure customers do not come in with anything like hand bags or the likes, and after buying the security team goes through the things they bought and their receipts. This would not completely stop shoplifting but it would definitely reduce it.
The solution is simply just to install a CCTV camera. There is no other way to deal with that.
This is a very good means to deter others. People can't deal with the embarrassment and would try to avoid it as much as possible.
In India we have cctvs (close circuit television) where one can spot movement around shops and easy to detect shoplifting.
This is not a difficult thing in this technological age. Get a CCTV camera installed and employ a staff to man it as long as the business place is open.
