How can staff uniform be implemented for the first time in a workplace?

There are some business organisations that didn't start with having a staff uniform. And just saw the need to have one.

How would such a business be able to implement the staff uniform thing without it seriously affecting the morale of the staff.

I quite remember that when we wanted to introduce uniforms for staff in the high school I worked, it almost led to a revolt by the staff. I don't know why staff don't like uniforms.
