That depends on the amount of the debt. If it's a small amount, some businesses just write it off as bad debt. It that involves a lot of money, filing of formal complaint is necessary.

For small shop like mine, if my customers did it, the only thing i can do it waiting and asking them regularly. Take legal action is not an option here. Because amount of money is not BIG

This is one of the reason why I find it very difficult to sell any of my business product and services on credit to any customer and I prefer my business that way because I don't want to have any problem with anyone.
