This is a very good idea and I think people that are interested in having a blog here may do that when it is time for them to do so

The easiest way is when our blog is built on wordpress platform. We can install some forum plugin like bbpress

If your blog is built on wordpress, using wordpress plugin to create a forum is really easy but you can also use proper forum software on directory
