You can only get the best hands of you yourself have the best hands, criterion need for a particular post shouldn't be based on educational qualifications alone , experience matters but not all applicants will have it, Some might just be a newly graduated student whose potentials have not been fully unlocked. New staffs should be placed on probation for at least a month to see if they really fit and also give them some experience in place of none.

Sure, unless you are ready to train and retrain them. but if not then it is good to employ experienced people to run the business

The reason might be the pay for the HR. My friend an HR told me that transaction like that, they're paid triple from their original salary. Maybe its risky.

No matter how skilled you are I feel like the companies should be able to train workers how to do their own work before letting them work

I think a lot of established companies know this so they train the staff immediately they employ them.
