Is it fair not to hire an over qualified applicant?

There are some issues that some companies do not hire applicants who are over qualified. They tend to discourage them to continue the hiring process. Any thoughts about it?

They always feel that those candidates would allow pride to set into their work because they would be likely be more qualified than any other person in the organisation.

At some point, they do hire them. There are some cases that it does not happened. They consider them as a threat.

You have a point. Most of these qualified applicants demand a higher payer. It is acceptable that they can decline the job offer and find another companies to apply.

The big thing is if the company and applicant can be sincere with themselves and come to a fair agreement on how much the company would be offering as salaries.

I won't employ someone that is over qualified. It can easily lead to contention especially if there is an established hierarchy.
