That is why I advocate that every potential employee must understand the terms of his or her engagement and negotiate same to favor him or her and make sure it is signed. If someone had signed two years before increment, with the global inflation, the boss would have to develop what I call a "church mind" and effect an increase for him or her.I don't think it's a good thing, 2 years is too long. Usually at least once a year a person experiences a salary increase. I even used to be after a 3 month training period, I got a raise.

You have a point there though, most employees might not have the patience to wait for two years. If they come across other opportunities, they would definitely want to take it, especially if the pay is higher for starters .It depends on the management of a company. But it is normal and ethically right to increase the salary after working for six months without any problems. Two years is to long and it may discourage some good workers to quit.
That's the risk of taking too long to increase the pay of your staff. They can easily be tempted with better offers. Rather than length of time z performance should be a yardstick to effect increase pay.You have a point there though, most employees might not have the patience to wait for two years.
