Must you be a webmaster before creating a blog?

It is difficult to be a blogger when you don't know much about web design, technicalities and web development. Must you be a webmaster to be a blogger?

It is not necessary we have any expirence before we can have a blog. We can use free blogging software like wordpress

Wordmaster is just a word for people who design, develop and run a website. In order to create a blog, you need website creation skills.

You can write and post a blog to a creditable blog sites. It's not required to be a Webmaster.They have different tasks nor not to blog.
