Opportunities for Promotion in a Small Company

Is it true that it is harder to get a promotion in a smaller company, over getting a promotion at a medium to large company? If so, why do you think it is harder? If not, care to explain why it might infact, be easier to get?

In my view, promotion is not that feasible in small companies. I am sure the turnover is so high because employees aspire to work in big companies after having the pertinent work experiences.
