Rich and powerful people faking domain ownership?

Why do rich and powerful people in some countries, especially well paid government employees , stock brokers, not purchase domain legally yet falsely claim to own the domains of a powerless private citizen to get great powers and in some cases government salaries?

It is more the powerful people, especially politicians and government employees who are extremely greedy, making fake claims about domain ownership when they do not want to purchase the domains legally and pay the domain renewal fees annually.

In some countries faking domain may lead to imprisonment, in other countries, high status well connected people have been faking domain ownership for more than 12 years and getting government salaries without being questioned.

Exactly sometimes I don't just understand with greedy they would greedily takes what belong to another without batting an eyelid. Terrible people they are.

You cannot become an owner of a domain unless you register it. There is no way to fake it.
