Yes, many people in the western countries love to wear hats and it is a common kind of dress in there. In my country, people rarely wear western hats. I think many people living in rich neighbourhoods certainly do wear hats.

I wear cap all time outside, woolen cap during winter to prevent cold, normal cap in summer to prevent hot rays.
