I think if you have good contacts and money then you can start a Model Agency and can help them get work in different advertisements, Music videos, etc and they do make good money and take money from both Models and the Advertisement agency or the Music company to provide them with a perfect model.

That's why I said you need to have contacts and if you have then you can set up a modeling agency in a prime location and make big.
Ginger mentioned about starting your own modelling agency, where you serve as a manager and search for models to promote to corporates for business. Not to promote yourself as a model and search for people who are willing to hire you. Either of the cases also require you to have good connections to be known.

You are so right, and only those with money can afford to organize or operate a modeling agency.
The truth is that modeling as a profession doesn't work in Africa in general and in Nigeria in particular. Heard that it is associated with prostitution.
Well this will depend on your location. We need to do all this in my location. Earning with modeling is a lot simpler here.
That is called commission or if you are the coach of beauty contests, you can send models to the organizers.
