That's a scammer. People can actually clone official accounts and get them verified. If Vitalik needs funds, he can create a smart contract and host in a platform that'll be popular. It would also be everywhere online. If it were possible, whales would have sent billions of dollars to that address to gain more. It's an old scam method.

It's a scam. Once an offer has a feature of a scam, it is one. If you learn how to really spot the differences between verified Twitter accounts and scams like this, it becomes easy.

While the genuine one will be vitalik.eth with a blue tick, the scammers can change the full stop to a comma.
