I think that paid ones are definitely better ones. This is because they tend offer more servers. Apart from that, some VPN providers would only offer free proxy to you, not a full developed VPN system.

If it is for short term usage, I think free Vpn should be your best bet,while if it is for long-term usage paid Vpn is your best bet,but the paid Vpn is more stable in terms of connectivity
