Most of them usually do this so they can be able to control the content that comes in, especially in a situation where they are trying to get only quality contents.

It is all about quality control with sites like these. When sites take this measure, they have experienced a drop in quality and they want to control it before it escalates.

It is fine and many websites start with a limited budget and it is good and it shows that these websites have good planning and like to stay active for long

Exactly
It would not even be fair to allow so many people register on the website when you know that you cannot pay all of them so it is very cool this way. I love platforms like this.

Currently, I am not aware of any earning websites that have stopped accepting users but a lot of established earning websites are making their platform difficult to earn for new users .

I came to know about different websites that have better pay rate but they stop accepting new users after some time. I like to know why they do that because more users mean more content and more revenue for the website and there are many websites that are presently not accepting new users and when they do they still need someone's invite.
I too have realized that most websites that had better payment rates to their users have now closed the business or not accepting members due to the low payment from adnetworks.

Something I have noticed is when sites stop accepting new members especially when they pay a certain amount to each for activity, it is usually to cover themselves so they are able to continue paying.

As much as revenue can be earned from more activity, it can also become more difficult to keep up with activity and when something starts to happen that affects the revenue, it can be difficult to pick up on what is causing it.

It's best to keep a small amount on there until you are able to keep focused on more which is why they tend to stop accepting new users.

I don't agree with you saying that more users mean more revenue for the website, sometimes more users can become more burden for the site especially if they are trying to manage their budget.

Exactly, in most cases less users is even better for most sites owners or admins. With less users, they would not only be able to manage their budget, but they would still be able to manage the kind of Contents created on the site and the qualities of the content.
