This is a very important point and I think you are very correct with your assertion because government will tend to take over companies that is collapsing.The government will definitely get involved in the business if it is about to collapse. The government will rescue the business immediately.
I thi k the government always get involved when the business owner wants to register the business. We need their intervention.The government can chip in to the business when the goods/services to be provided are essential to the welfare of the citizens
That could be another reason because if a company is exploiting people, then the government might decide to take action.If its a well known company, the government might want to get involved when they discover they are exploiting the masses. Or when the company in particular do not pay tax.

Yes i remember back then when the company in charge of supplying electricity was owned by a private person, they where not doing their job, the government had to take over the company.
