What are the circumstances that can lead the government to get involved in business?

In my location, government does not involve directly in the management of any business. But in certain sectors, such as public transportation, electricity, gas, the government has regulations on the pricing of such services.

The government does not also involved in anything that has to do with people's business here unless ot a bad reputation and they feel the best thing to do is shut down the business

It may also consist of their reputation in the society because there are times when the government may decide to shut down a company may be because of the bad reputation that they have within the country

Yes i have seen cases like this before, though most of the times it is usually rare, then there are cases where they might take over and give it to someone else they consider to be more capable to handle the business.

Definitely the government has the right to chip into the affairs of any king of business you are trying to do especially if it has to do with production of things that would of use to its citizens.

Yes this is another reason for the government to come in. Especially if they feel it would affect the safety of not just the people but also the country in general, they would want to come in to prevent this from happening at all.
