If you want to build a forum, you have multiple options, some of them are free whereas some are premiums. This forum uses premium software. I have multiple forums built on free forum scripts. based on my experience, I can say SMF is the best free forum script. However, I hear a lot of people talking about phpBB and MyBB.

Xenforo is a premium forum scripts. You need to pay $160 for the licence
When it comes to the free forum software, I have tried phpbb, SMF and I have tried MyBB and out of all those, MyBB is definitely my preferred free forum software. I think because I was a huge fan of vBulletin before they upgraded to vBulletin 4 and I am also a huge fan of Xenforo, MyBB is the closest to both of those which are paid software in my opinion.
I don't even think there are any other free forum software these days that are updated besides these two options.
SMF but I find that one extremely ugly.

That's subscription fees payable annually. You will also have to pay subscription fees for a lot of add ons because you need add-ons on your forum to make your forum user friendly.
