Why can't I donate my Rif cash?

Hello, I am trying to exchange my Rif cash with another user for LTC but when I try to donate it says donated proccesed succesfully but the recipient does not receive it and my same balance keeps appearing. Does anyone know what is happening?

Hi guys, at the moment I have enabled moderation approval for donations / transferring RIF Cash to other users. This will be temporary sorry for the inconvenience
