We call those bottlenecks logistics. There are many things to be done before a product is finally delivered. Sometimes, the product isn't even readily available but the order was accepted. It has to be delivered and work has to be done to make that happen.

I am sure that manufacturers can handle these orders ahead of time. The commitment will be tested if they cannot deliver the items on time. This is a crucial thing that they need to consider.
I have received an order to deliver 100 dressed chickens within 3 hours. How possible is that? The only luck I had was that I had access to a defeathering machine from a big farm I was consulting for. Some orders are too urgent and is impossible to deliver.

I guess you really need to have suppliers to meet this order. If it is really not possible, then we should have to be honest with the clients. Then, we need to find a solution if it happens again in the future.
It is not even about suplies. It is more about the timeframe given to meet up with the other. You would have to do everything and package it before you deliver.
