I understand that most people package their products and sell them. But with the packaged size, some people might not be able to afford the to have some of the products.

It depends on who your customers are. If most of your customers are low income people, you should certainly tailor your products to meet their demand

When you offer retail of your products, you would tend to sell more because people would find convenience in buying the products even when they are not financially buoyant.

There could be rules when it comes to a wholesale dealer having to start retailing. Whoever he sells it to anyway in turn sells it to individual customers.

I do this a lot too and it serves as an extra income for me instead of me to just focus on wholesale. I sell wholesale and retail all together so I can make extra income

I concur with this. The people that can afford to buy in packs might not be as much as the people that can just retail. You might be missing a major market by not retailing.
