Overregulation can kill initiative and business, which stifles a community's ability to operate in an orderly manner. Finding a balance between too much and too little regulation is difficult. If carried too far, both are capable of having terrible repercussions.

Over regulation can discourage investors. It is difficult for businesses to survive without some level of freedom. For example, it is more easy for business to thrive on United States than Afghanistan.
It inhibits the creativity of staff and gags them from expressing their concerns. That is not a really good situation.
Excessive regulations are disabling to the business. Regulations must be moderate and justifiable. In some cases where the environment is compromised then that's another story like for example mining operations, logging, quarry operations to name a few.
It would make it difficult to do business. That's because it would drag business process making it slower to push business processes which can make it difficult to achieve business goals.
