It is the duty of the manager to find out why the poor performance, and if possible offer a solution to it. There is always a reason for poor performance in a working place.

If they are performing below their capability, you have to find a way and motivate them as a Manager. If the underperformance is their highest capacity, you have to help upgrade their skills.
